Parents in Malaysia hear "O Level" and "IGCSE" used almost interchangeably, and SPM is often called the Malaysian O Level. They are close cousins, but not the same thing — and one of them is being phased out here. Here is what each means for your child.
What is O Level in Malaysia?
In Malaysia, "O Level" usually means Cambridge O Level: a set of subject exams set by Cambridge International and taken at about ages 14 to 16, usually in Year 10 and Year 11 at an international or private school. Each subject is a separate qualification, graded A* to E. It sits at the same stage as SPM, the national exam taken at the end of Form 5, and colleges usually treat the two on the same footing for pre-university entry.
The short answer: O Level vs IGCSE
Cambridge O Level and Cambridge IGCSE are both two-year qualifications taken at about ages 14 to 16, usually in Year 10 and Year 11. Cambridge describes them as equivalent qualifications, grade for grade, and both are recognised as equivalent to the UK GCSE. An A in O Level Economics and an A in IGCSE Economics count the same for college and university entry.
| Cambridge O Level | Cambridge IGCSE | |
|---|---|---|
| Awarded by | Cambridge International | Cambridge International (Pearson Edexcel also offers an International GCSE) |
| Where it is offered | Only in certain regions; being replaced by IGCSE in Malaysia's region from 2028 | Worldwide, including Malaysia |
| Grades | A* to E | A* to G |
| Exam series | June and November | June and November |
| Results | August and January | August and January |
| Standard | Equivalent to IGCSE, grade for grade | Equivalent to O Level, grade for grade |
The real differences
- Grades. O Level has six grades, A* to E. IGCSE has eight, A* to G, so it can still give a grade to students who would be ungraded at O Level.
- Where it is offered. O Level is only offered in some parts of the world. IGCSE is offered in every region.
- Its future. Cambridge is moving schools in Malaysia's administrative region from O Level to IGCSE in phases from June 2028. Accounting, Additional Mathematics, Business, Economics and Literature move first, in 2028; subjects including Mathematics (Syllabus D) follow in 2029.
What this means in Malaysia
Many international schools in Malaysia already teach IGCSE. If your child's school or exam centre still offers O Level, ask which subjects will switch to IGCSE and when, so that a student does not start a two-year course that changes halfway through. For new students, IGCSE is the safer long-term choice.
For pre-university entry, colleges commonly accept SPM, O Level or IGCSE results on the same footing — five credits, usually including English, is a typical requirement for A-Level or foundation. If you are choosing between the national and Cambridge routes, read IGCSE vs SPM.
SPM English 1119 and the old O Level grade
Older SPM certificates show a second English grade marked GCE O Level: until the 2021 exam, SPM English (code 1119) was also graded with Cambridge as an O Level English result, and some universities still list "1119/GCE-O" for students from those years. From SPM 2021 the paper is CEFR-aligned, written by Lembaga Peperiksaan with Cambridge English and aimed at levels B1 to B2, and the results slip shows an overall CEFR level beside the SPM grade. An SPM English result is not an O Level certificate, so check whether a university asks for the SPM grade, the CEFR level or a separate English test. Our guide to SPM subjects and grades explains the rest of the SPM slip.
Not the same as the Singapore O-Level
The Singapore-Cambridge GCE O-Level is a different exam. It is set jointly by Singapore's examinations board, its Ministry of Education and Cambridge, follows Singapore's national curriculum, and from 2027 is being replaced by Singapore's new Secondary Education Certificate. Past papers and tutors for one do not automatically suit the other.
What to ask a tutor
- Which qualification and syllabus code they teach — for example IGCSE Economics 0455 rather than "O Level Economics".
- Whether they have taught the current syllabus, since several IGCSE subjects change in 2027.
- Whether they practise with that syllabus's own past papers and mark schemes.

Questions parents ask
What is O Level in Malaysia?
Cambridge O Level is a two-year Cambridge International qualification taken at about ages 14 to 16, usually in Year 10 and Year 11 at an international or private school. It is graded A* to E and is equivalent, grade for grade, to Cambridge IGCSE.
What is the Malaysian equivalent of O Level?
SPM, taken at the end of Form 5 at about 17, is the national exam at the same stage. Colleges usually accept SPM, O Level or IGCSE results on the same footing for A-Level, foundation and diploma entry, often asking for five credits including English.
Is SPM English the same as O Level English?
Not any more. On SPM results before the 2021 exam, English (code 1119) also carried a GCE O Level English grade, awarded with Cambridge. From SPM 2021, 1119 is a CEFR-aligned paper set by Lembaga Peperiksaan with Cambridge English, aimed at levels B1 to B2, and the results slip shows a CEFR level beside the SPM grade instead.
Can you still take O Level in Malaysia?
For now, at schools and exam centres that still offer it. Cambridge is moving Malaysia's region from O Level to IGCSE in phases: Accounting, Additional Mathematics, Business, Economics and Literature from June 2028, and subjects including Mathematics (Syllabus D) from 2029.
Is O Level harder than IGCSE?
Not in standard: Cambridge treats an O Level grade and the same IGCSE grade as equal. The main difference is that IGCSE has two extra grades, F and G, so it can still grade students who would be ungraded at O Level.
Is the Singapore O-Level the same as Cambridge O Level?
No. The Singapore-Cambridge GCE O-Level follows Singapore's national curriculum and is being replaced by Singapore's Secondary Education Certificate from 2027. Its past papers do not match Cambridge O Level or IGCSE syllabuses.
